[ESIP-CF] Extending ACDD: geospatial_bounding_polygon attribute

Hello!

I have updated the NetCDF Attribute Convention for Data Discovery's
page on the NOAA GEO-IDE wiki with the newly adopted attribute
geospatial_bounds. Also updated is the description of the four
geospatial_lat|lon_min|max attributes.
