INC NEWS - $400k for PR campaign on water

I read through about 6 pages of the proposal.  I hope we aren't still needing to spend a lot of time to convince people about the importance of conserving water and can pretty quickly move to the task of helping folks actually do something about conserving water.  Some of it is pretty easy (not running the water while you brush your teeth) but a lot of it might be fairly expensive (fixing the drip instead of tolerating it, getting that low-water use toilet, etc).  I know on both water and energy, I have a long list of things I could do to live more sustainably, but they all involve a couple hundred $$ and have pretty long pay-back periods.  

Which is a pretty good argument for making sure that what we put in new, is done under codes that are as strict as possible.  So part of the education (either this program or informal citizen efforts through PA and INC) is to develop consensus for higher standards in our community -- which some folks are going to resist since it involves letting guv-mint tell us what to do.
