INC NEWS - dumping of concrete in county

somebody dumped a load of concrete slabs at penney's bend nature preserve 
parking lot (snow hill and old oxford ... county) ... how can we get it cleaned 
up?   DOT?   it is going to be a huge job.   please make suggestions with 
specific contact people if possible.   thanks.   josie
