Good Morning!
 
This is the email that I sent to Mr. Bonfield, Durham City Manager  following 
our meeting on November 10, 2008. He was VERY  helpful. We as citizens should 
come together over this issue. If  you will join me, we can make a 
difference. Our next quarterly meeting is  scheduled for January 8, 2008 at 6 PM - 7 PM. 
Please pencil the  date in (location to follow). Until then, I will forward 
strategic information:  Awareness, Parents,  Enforcement. 
 
Whether your contribution is to forward and/or distribute information  within 
your social circle (informal), join the speakers bureau (formal),  sign 
letters of support for ordinances/rules, help craft the community awareness  
campaign, offer services pro bono, volunteer, or monitor community  (existing Safe 
Neighborhoods) Safe Neighborhoods)<WBR>, your help is needed  and much

Dear Mr. Bonfield,
 
Thank you for taking the time to speak with me on Monday and for offering  
several valuable suggestions regarding community awareness, collaboration and  
capacity building. I would like to recap my requests and inform you  of actions 
taken thus far on your suggestions: 
 
Durham Together for Resilient Youth is a Drug Free Community Coalition: We  
are members of Community Anti-Drug  Coalitions of America, A Call to Action,  
Surgeon General Moritsugu, NC  Statewide Coalition Task Force, NC  Prevent 
Underage Drinking Task Force and Search Institute  Healthy Youth-Healthy Community 
Initiative.  
 
COMMUNITY:
The state of the our communities and of our schools are reflective of  the 
strengths of the family (parents,youth and peers) within it. Environmental  risk 
factors cause a breakdown in the community and weaken the family. Symptoms  
of community breakdown include: Poverty, Obesity, Food Insecurity  and 
Substance Abuse.  
 
SUBSTANCE ABUSE:
40% or more of DPD arrests are due to drugs and indeed involve alcohol.  This 
is our area of focus in each of the Durham County Districts. I  shared GEO 
Maps of District 1 (poverty, juvenile/adult arrests, location of  schools, 
location of alcohol outlets). Time would not allow the review of  Districts 2 - 5. 
 
ENVIRONMENTAL STRATEGIES:  
About 46% of all Alcohol Outlets in Durham County are in District  1. Alcohol 
Law Enforcement (ALE) compliance checks conducted over the last  5 months 
revealed a 50% noncompliance rate. Durham TRY conducted compliance  checks of 23 
outlets in October 2008. These checks included grocery and  convenience 
stores, gas stations and ABC stores. TRY documented a 52% failure  rate. 
Non-compliance/Non-compliance/<WBR>failure means that in these cases, clerks failed  to 
request I patron.   
 
Increased  Alcohol Availability = 
Increased Alcohol  Consumption = 
Increased Alcohol-Related  Problems.
 
Substance Abuse  including Alcohol (the most commonly abused drug among 
youth) opens the door to  risky behaviors, teen pregnancy, truancy, gang 
involvement and violence. 
 
Some of the evidenced-based strategies that Durham TRY Anti-Drug Community  
Coalition will continue to employ are a Community Systems Model addressing: 
rules,  regulations and ordinances, norms of the community, mass media messages 
and  accessibility of alcohol, tobacco, and illicit drugs
 
ACTION STEPS: 
(1) meet with the DPD District  liaisons, ALE and ABC staff to discuss 
follow-up action and joint  response to the compliance check results by TRY 
Coalition and ALE and  DPD. (2)  enforcement of minimum drinking laws and 
alcohol-impaired driving-related laws; (3)  restrictions on alcohol retail outlet density 
near schools and college  campuses;  (4) responsible  beverage service 
policies in social and commercial settings; (5) social host and  safe party campaign; 
(6) compliance checks  - 20 additional checks are in progress by  TRY; (7) 
coordinate and  receive information on DUI arrests and sentencing/treatmen(7) 
coordinate and  receive information on DUI arrests an(8) controls on  alcohol 
advertising/(8) control(9) engage Youth Council and  community youth in a youth 
led community awareness campaign to educate peers and  parents about substance 
abuse and underage drinking organized by TRY  Coalition.(December 8, 2008 - 
TRY  Presentation)D (10) engage youth in "Youth Crime Watch"  - Initial 
discussions with Jennifer Snyder, Project  Safe Neighborhoods
