INC Meeting
12/9/08

The meeting was called to order at 7:05pm by 2009 President, Craigie
Sanders.

Announcements:

Pat Carstensen spoke about the Durham Public Schools Senior Project which
is required by DPS for all graduating seniors.  The Project is seeking
mentors for upcoming seniors.  See Pat C. for more information and
applications.  Craigie Sanders reiterated his interest in INC engaging more
actively with DPS in the upcoming year.  More info about this and other DPS
programs will be presented at INC’s January 2009 meeting.

New non-emergency telephone number for Durham was introduced.  The new
number is 560-4600.

Craigie asked all INC member organizations to think about what issues
should be a priority for the upcoming year.  The January meeting will
devote time to collecting and prioritizing ideas that will determine the
activities for INC in 2009.

Colin Crossman spoke briefly on the process of incorporating INC.  The
present course is to incorporate as a 501c-4 rather than a 501c-3.

Bill Anderson spoke briefly on the Durham Can You Spare a Change Program.

After announcements, Craigie turned over the program to Colin Crossman and
excused himself from the room during the presentation.

Presentation:

Patrick Byker, representing Fairway Outdoor Advertising made a Power Point
presentation on Fairway’s efforts to have a text amendment to the current
UDO that is to go before the Planning Commission in March 2009.  The
presentation is part of a community outreach program by Fairway to get
input from the community about the proposed text amendment.

Currently in Durham County, all existing billboards (approximately 100) are
non-conforming but allowed to remain because they are protected by Federal
Law.  These existing billboards can be maintained and repaired but cannot
be improved.

Fairway is seeking a text amendment that would allow for improvement of up
to 25% of the existing stock of billboards (Fairway owns 54 billboards in
Durham County) to be converted to digital format.  This upgrade would
include replacing wood timber supports with a steel monopole.  Fairway
stated that it would convert no more than 8 billboards to the digital
format due to the high cost of conversion ($500,000 per billboard).

Points made by presentation:
1.  Billboard are only allowed on 4 highways in Durham Co.: 15-501, I-85,
Hwy. 70 and the Durham Freeway (Hwy. 147).  There will be no net increase
in the number of billboards.
2.  The text amendment would allow all billboard owners to convert up to
25% of their existing billboards to the digital format.
3.  A steel monopole structure is visually more attractive than current
wood billboards.
4.  Fairway will landscape around new billboards.
5.  Digital billboards can be programmed within 15 minutes to advertise
Amber and Silver Alerts and other community service or emergency
announcements.
6.  Fairway will donate 1 public service announcement in each rotation of
advertising on the digital billboards.

After the presentation, Mr. Byker and (NEED NAME HERE), a representative of
Fairway Outdoor Advertising answered questions from the INC delegates.

After question and answer period ended, Colin handed the meeting over to
Craigie.  With no more business coming before the delegate body, the
meeting was adjourned at 8:00pm.
