We discussed the Rolling Hills proposal at one of our delegate meetings last fall.  If you missed Frank Hyman's column on the topic on Sunday, it is really useful reading.

In particular, this statement really scares me:
"If the federal money is cut, Durham taxpayers will be on the hook to repay that high-interest loan."
