The city added that to the event information they were given. I'm sure it was an oversight, perhaps they were re-using a press release from a different event, replacing the Garden forum's info to make a new announcement and they simply forgot to take out the "free" statement?
I'm only guessing, of course, but mistakes do happen from time to time. Again, I'm sorry for the confusion!

The lecture will cost $10 to attend, or you have the option of joining the Durham Garden Forum, a one year membership costs $25. I'm sorry for the confusion!
