Subject: [Durham INC] FW: Sneaky terminal groin provision added to budget

I don't usually forward this kind of thing, but there are rumors that rich
beach communities will get 1% of the money we pay in gas taxes for dredging
and making the sand go off someone else's beach. How many sidewalks in
Durham could we build with just 0.1% of the gas tax money?

Regards, pat

Dear Patricia,
As you know, North Carolina's beaches are a treasure. In fact, our state's
beaches often get national recognition for being healthy and natural. But
now, in the last days of session, we've learned that behind closed doors,
the Senate is proposing a new budget provision that could literally change
the shape of our coast. And we need you to speak up!
Click here to send a message to NC House Speaker Tim Moore calling on him to
protect our coast from terminal groins!
<http://action.sierraclub.org/site/R?i=8MrY10yy-SdxBaXTpBlO_Q>
A terminal groin is a seawall made from rock and metal. While these
structures may stabilize beach on one side, they are proven to erode beach
on the other side. Historically North Carolina has banned hardened
structures like terminal groins for our coastline and that's part of the
reason our beaches are more natural than New Jersey's (no offense to New
Jersey, but our beaches are better). Terminal groins are not designed to
protect the navigability of channels.
In 2011 a compromise was reached that would allow for four terminal groins
to be built on our coast as pilot projects. None of those projects have yet
been built. Now, budget negotiators have added a brand new provision to the
budget behind closed doors, without any public notice or opportunity for
debate. The special provision would lift the cap on the number of terminal
groins that can be built. That's before the four pilot project terminal
groins are even built or their impacts known!
But it's not too late to stop this mischief! Click here to call on House
Speaker Tim Moore to refuse to allow such a major policy shift to be added
to the final budget at the last minute without any public notice or debate.
<http://action.sierraclub.org/site/R?i=SJOkp3ZiP5tLTEBOS03XhQ> Ask him to
show leadership by protecting our coast from destructive terminal groins,
and to respect the public by insisting on transparency.
Thanks for all that you do.
