This probably won't "post" to the INC listserv because of some tech problem
at least two of us experience, but I wanted to confirm your thinking
regarding the cluster boxes.
It was a long time ago, but Mike Woodard and I were visiting with
Postmaster Chris Tinkham. He explained that if a cluster could save even a minute
or two per day, it would add up to a large savings for USPS. So large, in
fact, that if the cluster of boxes was old and poorly maintained, because many
were purchased by the original developer who opted for the cheap ones,
that USPS could potentially pay to replace them. And if an entire cul-de-sac
wanted to give up their rural mailboxes, they'd pay to install a new cluster
at the entrance.
City wide, this was probably a very valuable offer at that time. Perhaps it
was just talk, and lots has changed at USPS since then.... but perhaps
it's worthy of re-exploration!

home owners put up the “red flag” that there’s outgoing mail—talk about an
opportunity-- account names, account numbers, etc., just there for the
taking.
At that time, I had come to know my mail carrier (via my dog who totally
loved him for his treats), and he had no idea these letters were going out
to new home owners. The communications, as well as the mail stoppage, were
coming straight from the Postmaster over on Kangaroo. The Post Master even
admitted it. After I took him to task and with my postal carrier’s sup
port, he backed down. It sounds like over the years the efforts of Mike
Woodard and Bill Anderson addressing the issue seem to have made a difference
at the Postmaster level, but may not have trickled down to some individual
postal carriers.
The only way I would be comfortable with curb side mail boxes is if they
were secured, but that would likely add to the time for delivery to
individual houses and would not resolve concerns expressed by some others. In some
newer neighborhoods, they have “clustered” sets of secured mail boxes.
To my knowledge, that seems to work because those locations were planned.
However, I don’t see a way of that concept working in older neighborhoods.

with, but I do feel like it is more of a systemic issue than just a couple
"rogue" mail carriers like has been suggested. I really wish there would be
a way for the whole neighborhood to get a complete "reset" so we can go
back to how it was before these "rogue" mail carriers started intimidating
people and putting their little fliers in our mailboxes.

On Friday, Mike Woodard contacted the postal higher-ups in Greensboro
about similar incidents in East Durham. ?The person he spoke to promised to get
on it. ?I guess Mike can add this to the list.
For other people on the INC list, if you hear of this happening in your
neighborhood, inform people that it is a violation of postal regulations, and
they should not simply accept it.

Isn't this a federal agency matter? Why aren't we using federal chains of
command? We have supportive congressional representatives and an Attorney
General not pre-disposed to having North Carolinians mistreated.

Congressman Price's office has been involved. The problem is rogue
individual carriers not following rules. We have to stay on top of this.
