Vice-President
Peter Katz opened the meeting.  Members
introduced themselves. Bill Anderson moved to approve the September minutes, John Martin seconded and delegates voted to do
this.  The treasurer reported that we have $4,561.45 

 

Katie
Rose Levin showed the life cycle of the cankerworm,
a native pest that has gotten out of control in some parts of Durham, possibly
because hungry migratory birds are not arriving at the right time to consume
them, possibly because not having an understory between the trees and grass
makes it too easy for the worms to avoid being consumed.  Catching the female moths as they climb trees
means they don’t lay eggs so attacking the moths kills thousands, much better
than going after one worm at a time.  One
can spray or inject stuff into the tree to get at the caterpillars though it
isn’t the optimal choice.  Information on
workshops, volunteer banding days and banding materials is at Keep
Durham Beautiful.

 

Mike
Dupree gave a presentation on the Durham
Soil and Water Conservation District’s role in stormwater.  Based on NC law, they have a Community
Conservation Assistance Program to do voluntary, cost-shared projects to help
urban homeowners do Best Management Practices (BMP) for stormwater. Since 2008,
they have spent $30K-$40K per year in Durham County.  Mr. Dupree also talked about the BETC program
at Southern High School which provides funding, work experience and math and
science lessons for Occupational Course of Study students, who grow plants and
design and install rain gardens and other BMPs. 
The city stormwater RFP is still in process.  City stormwater seems to think they are being
more co-operative than the District sees them being.  

 

Committee Reports

Pocket Neighborhoods – A small group continues to work
on it; they think they are converging on a proposal.

Outreach and Membership – Dick Ford said the candidate forum is still playing on the
internet.  They will ask the candidates
for feedback.  Thanks to all who
helped.  He asked for ideas on
alternatives to the repetition of having all the candidates answer the same
questions.  Likely next spring, we will
let someone else do School Board forums and concentrate on the Board of County
Commissioners primaries.  Tom Miller
moved and John Martin seconded that we contribute $100 to the Martin Luther
King Day Steering Committee in the name of DeWarren Langley, to recognize his
role as the moderator.  Members felt the
forum was great and thanked Dick and Don.

 

Neighborhood
Reports and Announcements


 Elaine Hyman
     reported on efforts of Emory Woods Orchard to get off the “failed
     communities” list, where a developer went bankrupt without completing all
     the infrastructure.  The city thinks
     they have a developer who will finish the development, without additional
     assessment to the homeowners but with the HOA taking over the stormwater
     ponds.  The cautions are to check on
     whether the ponds meet city standards and whether the bonding is still
     paid up.
 The “canonical
     date” for luminaria is December
     20th this year.
 Philip Azar said
     that there is a new Durham Promise Zone effort to reduce poverty.  It isn’t clear how this effort relates to
     the Mayor’s Poverty Reduction Initiative, but we may want to get a
     presentation on it.
 PULTE Homes has
     come back with a new proposal next to Colony Park.  The number of units is cut in half.  Constructed wetlands are a
     well-established practice, if they are done right.  The main concern is that the parts of
     the development next to Colony Park should mirror what is “across the
     line” – not a wall of one big house after another looming over their
     neighbors.
 Meeting Tuesday, November 10th, at 6:30
     p.m. at the Lyon Park Family Life and Recreation Center, hosted by
     Durham Neighborhoods United, a group formed to help neighborhoods work
     together to deal with issues around student party houses.  We have
     commitments from members of the city council, Duke University, and some
     city agencies. We will review the current protocol adopted for
     neighborhoods two years ago, including who to call or email and what
     responses they can provide. 
 Woodcroft has a
     small group that wants to pursue alternatives to roundup on their common
     property.
 Annette Smith
     asked folks to come help build a playground at Red Maple Park on November
     7th.
