[Durham INC] Tonights late game, amplified noise already, not keeping neighbors in loop, requesting again not use helicopters

Hi Clay,

The neighbors (also known as “Duke off-campus stakeholders”) were not informed until 4:39 today (see below) of tonights men’s Duke basketball game between Duke and Carolina which many consider to be Duke’s biggest home basketball game during the season. I would have preferred to have gotten an email from you at least a few days before the game. My major concern for this particular game are the sounds of helicopters late at night. I requested in my email dated February 2 that you please contact the TV stations to ask that they not use their helicopters to buzz the streets nearby but instead station their TV cameras at a high elevation such as the Duke Chapel steeple to record Duke students’ responses to the games turnout. I find the loud sounds from the helicopters to be disturbing. I strongly disagree with Duke’s ability to disregard Durham’s noise ordinance that clearly states that noise over a particular level is not permitted after 11 pm. (I have noticed recently that the amplified sound has stopped before 11 p.m.)

I am requesting you and others* yet again inform neighbors not only about amplified sound during the night but I would like for neighbors to be included in the loop about amplified sound during the day (see my previous emails). As of 4:30 p.m. I can already hear sound in the yard of my home. I have invited you to come and experience what I have put up with but as of yet no one has taken me up on my offer.

With the new parking deck neighbors will wait and see to determine to what extend, if any, cars will park on surrounding neighborhood streets.

We live in Durham together as one town/gown community. Your actions and lack of actions I feel negatively impact Duke’s image which is why I include Duke’s Regional Affairs office in some of my communications. Noise is a quality of life issue.

I appreciate your considering informing the stakeholders a couple of days prior to amplified sound whether it is generated from athletic games, concerts and/or DJs. Thank you.

Sincerely,
Laura

* I have communicated with Duke staff and administrators, Duke and Durham Police Departments, Durham Mayor and City Council, neighbors and neighborhood activists, Duke Chronicle newspaper writers of my numerous concerns during the 6 year period I have lived adjoining Duke’s west campus.

If the Duke men's team wins and weather conditions allow for our bonfire permit to be utilized we will have noise on the main West Campus, Julian Abele Quad from approximately 10pm - slightly after midnight. No amplified sound is permitted, but large groups of students may be celebrating the victory.
