[Durham INC] Public Comment Period: Text Amendment TC1600005 Compact Neighborhood Tier Affordable Housing Bonuses

Here is what I think would be a more fair rule on step-back into the compact neighborhood tier, given that we don't have a transition zone where the intensity is limited (which we REALLY should have had):

  *   Take an average of heights of buildings facing the proposed development.
  *   Look at the right triangle with a hypothenuse formed by a point at the average facing height on the street side and a point at the top of the tallest step-back
  *   Set a limit on how big the angle facing the street in this triangle can be.

 (this is actually not the hard if you draw a picture)
The advantages of this include easy adjustment for what is near the proposed development, a design with multiple setbacks, and protecting property with real limits on big buildings looming over existing small homes.

My concerns are:

  *   I haven't seen a lot of real "visual interest" in what has been constructed downtown lately.
  *   75 feet of reduced height is more step-back than a transition area

The proposed affordable housing bonuses offer regulatory incentives for developers of multi-family housing to provide more affordable housing for low to moderate income households near planned transit stations. Development bonuses, such as density and height, would be offered in exchange for providing affordable units and meeting design criteria.
