As background, NC DOT initially issued really bad rules on local control of billboards, we complained and the rules got improved, the billboard industry then went whinging to the NC-General-Assembly-dominated (that is, industry-friendly) Rules Commission, which
sent the rules back to NC DOT. The rules the industry wants are now back for approval by the Rules Commission.</div>
