[MCIC Safety] trailer jack stands to prevent trailer tipping

At BASF, we have come to the conclusion that it is a good idea to use a
trailer jack stand but it's not required unless it's obvious that the
trailer is only loaded in the first couple of feet.

The real hazard requiring a trailer jack stand is when a forklift truck is
loading or unloading the trailer.  When the forklift is far into the
trailer, the center of gravity of the trailer can change and cause the
trailer (with forklift truck and operator) to shift/collapse.

If the trailer is fully empty or fully loaded, just sitting in the plant
yard, there is minimal hazard.  (Assuming that the wheels are chocked).

Hello Fellow MCIC Member Safety People,

We are having a rather heated in-house discussion regarding the need for
trailer jack stands to prevent trailer tipping when the tractor is not
coupled. OSHA addresses it in 1910.178(k)(3) with the words "may be"
instead of "shall be". Are any of you using them and if not, why not?
Have you had and incident of trailer tipping?
