[Esip-preserve] IEEE Computer Society also uses DOIs in journal/paper citations

Happened to be Googling some user interface design terms and noted that
the IEEE Computer Society also appears to support DOIs for journal/paper
citations. Indeed, they appear to make DOIs into bookmarkable references
to that kind of material. Add that to the supporting evidence for
adoption of DOI's.
At the same time, it needs to be established how DOIs will handle references to
very large numbers of individual elements, as well as the versioning
concerns that
Curt raised this morning. It is not clear how extensible (or
scalable) the journal/paper
citation model is (a paper with 50 references is getting up into the
review paper realm)
when an investigation may have used many more files than that in
creating results
published in a paper.
