As an interesting case study - of considerable importance in the IPCC
assessment process - you might want to look up GHCN on Google
and then get the overview paper which is included in the reference
section of the Wikipedia article:
Peterson, T. C. and Vose, R., 1997: An Overview of the Global
Historical Climatology Network Temperature Database, Bull. Amer.
Meteo. Soc., Vol. 78, pp. 2837-2849.
One of the more difficult issues these folks have had to deal with is
removing duplicate records from the surface temperature and precipitation
measurements - many of which come from sites maintained by governments
outside the U.S. Don't know if uniqueness labeling of the original records
would help. Also, in my contact with V2 of the monthly precipitation records,
there is no provenance record as to where the NCDC folks obtained their
data for individual stations.
