[Esip-preserve] NSF data management & sharing policies

Even within the OCE Division, there are Program specific differences in 
how/where PIs are directed to share their data, as well as in the 
effectiveness of those guidelines (OCE Sample and Data Policy 
<http://www.nsf.gov/pubs/2011/nsf11060/nsf11060.pdf>).

In general OCE's effectiveness is attributed to the active engagement of 
its Program Managers.  Within Bio and Chem, the Program Managers work 
closely with the program-specific repositories to monitor compliance.  
It's integrated into the operations of each program's repository; from 
development of DMPs, collection of relevant metadata, and close 
communication with researchers and respective archives; to frequent 
consultation with Program Managers on the evolving needs of their Program.

I'm aware of the assessment that Kerstin is referring to, although I 
didn't recall its scope within GEO-  could be helpful once completed!
