The library community's been working on these sorts of tools for a while 
now.  There's also one for the brits:

... and I'd have to dig up the link, but there was someone who was keeping 
a google docs spreadsheet w/ all of the agency's reponses to the OSTP memo 
and any other requirements they had.

(although, it wasn't to the specificity of scientific discipline, only 
agency).
