[Esip-preserve] Data Stewardship Committee budget

Hi Heather,
The budget for the current year includes a trip to AGU for the student
fellow, and a trip to the RDA plenary in March in Barcelona. The AGU travel
funds will hopefully be used, but the Barcelona travel funds were not used.
I also heard that international travel will not be allowable as a budget
item any more, so we will need to remove that item or change it to a
domestic meeting.
