[Esip-preserve] Final review of new ESIP Data Citation Guidelines

Dear Stewardship Committee (cc Enabling FAIR SC, RO Citation Cluster),
You may recall that last summer we agreed that is was time to review and update the ESIP Data Citation Guidelines. A sub-group of the committee spun off into a new cluster and did just that. This was prompted in part by the new common author guidelines agreed by many Earth science publishers<http://www.copdess.org/enabling-fair-data-project/author-guidelines/>, which reference the ESIP Guidelines.
Thanks to a group of committed people who like to get into the details, we now have a substantially revised, modernized, and generally improved document. We welcome your comments and suggestions.

After this review period, we will make any necessary revisions and then submit the document to the ESIP assembly for endorsement.
