[Esip-preserve] Reporting standard for total archive volume

Hi Nancy,
For the NCAR RDA we report the total volume of our primary data copy
as our total archive volume, and do not include the backup copy as
part of our total archive volume. The total volume is reported as it
is stored (e.g. compressed, etc..).
