[esip-semanticweb] another use case for ToolMatch

I don't think this affects our overall design or effort--much--but ToolMatch could be used for computing a usability metric for datasets.  At the most crude level, usability = number_of_tools_that_work_with_dataset.  

At a more sophisticated level, a tool-dataset pairing could be weighted by (a) capability (e.g., reads=1, visualizes=2, maps=3, analyzes=4) and (b) user effort required (< 1 min. = 5, < 15 min = 4, < 1 hr = 3, < 1 day = 2, > 1 day = 1).

Thus Panoply + AIRS L3 Daily Std Retrieval = 3 (maps) * 5 (< 1 min) = 15
But IDL + AIRS L3 Daily Std Retrieval = 4 (analyzes) * 3 (< 1 hr) = 12
