[esip-semanticweb] Moving Semantic Web Cluster to Semantic Web Committee

Hi Tom, All -

I think this is a great idea. ESIP is known for Semantic Web work
(congratulations to all of you!), so it makes sense to formalize the
status.

You are right it doesn't change day to day operations of your group. Adding
Ken Keiser, Constitution and Bylaws chair, because if the group agrees this
will be a bylaw change.

Looking forward to seeing this progress and hear other opinions on the
topic.
