[esip-semantictech] Next ESIP Semantic Technologies Budget

Hi All - Sorry for the double email, one other question came in about
whether the budget was competitive or collaborative. This should be a
collaborative process to fund things that will support the group and the
group should generally agree on the budget before it goes to the Finance
committee. From everything I've read on the thread, it sounds like that is
what's going on.
