[esip-semantictech] update of the reference IRI document

Hi everyone,

If you were on the ESIP Semantic call today, you heard us talking about an MMI page with recommendations on building IRIs.

First, the http forwarding is still not working on MMI, so in case you have a link with http, be sure it says https. Sorry!

But of more value, I rewrote that document to reflect my current-era understanding, there was just too much old stuff that is no longer appropriate. If you go to the old URL for it you should get forwarded, but the document is now hosted at
