[esip-semantictech] Contributing Guidelines for SWEET

Hi Folks,
For anyone who has been following SWEET [0] recently, you will have seen the Contributing Guidelines [1]… which are absolutely brilliant.
I really like how, upon issue creation, the issue description is automatically populated with a template for contribution. Excellent work folks… the development workflow is looking much better.
