[esip-semantictech] SWEET + OBO Alignment

Further to the last ESIP SemTech Telecon, a subgroup are moving on with SWEET + OBO Alignment.

Ongoing work can be seen at https://github.com/cmungall/sweet-obo-alignment

Telecon agenda is as follows

 * Memorandum of understanding, document the workflow

 * How do we get experts involved

 * How do we ensure the semantics are correct e.g. alignment checking

 * Artifacts should have their own governance and provenance, in separate files

 * explain what we are trying to do with each artifact
