Citizen Oversight Committee

Whereas

There is considerable dissatisfaction with the failure of earlier bond 
referendums to cover all the promised projects, and

Unpredictable changes in costs are making it harder and harder to plan 
perfectly, and

Citizen involvement generally improves results and increases public 
satisfaction,

The InterNeighborhood Council of Durham resolves that City Council should 
create a Citizen Oversight Committee for spending the proceeds of the 2005 
bond referendums and appoint members to the committee before the election in 
November.
