INC NEWS - Yard Waste Plan Trashed?

i know that i am tired of subsidizing the 80% of Durham residences that
do not participate in the yard waste program.
i suspect that a great number of the Durham homeowners who do shell out
the extra 60 bucks a year to participate in the program could be easily
convinced that future participation is no longer worth their while also.
