INC NEWS - notifications from planning department

Our neighborhood found out Friday (via notices in paper) about 2 items that 
affect the neighborhood and are going to Planning Commission tonight.  On 
one of them, our neighborhood (and lots of others) were notified last year 
about a request for a change in planning map, but we (and most of the 
others) got no notice this time.

We are wondering if other neighborhoods have had experiences like this or 
this is just some kind of summer fluke.
