This corrects language on the Wal-Mart
Hope Valley Farms North is opposing construction of a Wal-Mart at the
northeast corner of MLK Parkway and South Roxboro Road. They appreciate any
support others can give them.

Introductions President Mike Woodard opened the meeting. Members
introduced themselves.
Animal Control Cindy Bailey went over ordinance changes. Barking dogs are
now covered by noise ordinance so police and sheriff departments now deal
with them (with support from Animal Control to make sure there are no
obvious issues like the animal having no food). She is working with law
enforcement to help them take over this job. Complaints should go to 911
(there is concern about too many calls to 911, but need some place that
answers 10PM 1 AM, peak problem time); from 8PM to 8:30 AM , Animal
Control only does emergencies. There were suggestions on publicizing.
Maybe 2/3 of the dogs and cats in the county are not registered and probably
dont have shots. Some neighborhoods have done well at putting community
pressure on people with noisy dogs, but some problem people have consciously
made problem worse to annoy their neighbors. INC might want to resolve to
make sure Crime Mapper includes animal control issues.
CenterFest INC will have a table so please sign up for a shift.
Parks and Rec Beth Timson went over the proposed policy on naming /
re-naming parks; she wants INC approval of the section of the policy that
says INC "chair" or designee is on a standing committee to review any
proposed changes in a parks name. She is also looking for volunteers for a
stakeholder group to oversee project o make park signs clearer and more
consistent (contact Mike Woodard if you are interested). Finally,
neighborhoods should think about applying for an open space matching grant
(which is in fact run through Durham Open Space and Trails Commission and
staffed by Planning).
Water Management Vicki Westbrook went over lead risks, both in terms of
who is drinking water and how the lead enters water. They have a backlog on
testing for lead since they can do 40 / day. The sample is supposed to be
one with the first draw of water (for maximal risk) and one after running
water.
Solid Waste Donald Long, the new director, introduced himself. Impact
Team is moving to Code Enforcement.
Drug Paraphernalia Resolution There are 19,200 substance abusers in the
county and we are treating 2300 of them. In less than 2 hours, the Pipe
Dreams team found 18 stores selling materials that are now legal but
well-known to be used to use crack and meth. These materials are kept under
the counter and sold with no receipt. We will vote on the resolution in
Appendix A at next meeting, but neighborhoods are urged to pass their own
resolutions and be ready to lobby city and county on the issue.
Other Items
1. We approved the July minutes; thanks to Cathy Abernathy for doing them.
As of 8/11/06, we have $1100.95 in checking and $2227.62 in savings.
2. Davidson Street Re-zoning The neighborhood was successful and says
thanks.
3. Neighborhood Hero Awards There were a good set of nominations. Date is
still to be determined.
4. Nominating Committee Being on Executive Committee is a great
experience, so please consider running or nominating your friends.
5. Keep Durham Beautiful We are looking at an agenda for next year. If
you have ideas on cleanliness or beautification, contact David Harris.
6. Big Sweep is October 7.
7. CAI training for Homeowner Associations See Mike Shiflett.
8. There will be meeting on chained dogs on Saturday.

Appendix A
Petition To Stop The Sale Of Crack Pipes
Whereas Drug Paraphernalia is any legitimate equipment, product, or
material that is modified for making, using, or concealing illegal drugs
such as cocaine, heroin, marijuana, and methamphetamine.
Whereas Law Enforcement Officials have confirmed that "glass stems"
are being used as modified equipment pipes to smoke (crack) cocaine and
methamphetamine.
Whereas the Rose in a Glass "glass stems" should not be sold in
Durham stores.
Now, therefore, let it be resolved that the InterNeighborhood
Council of Durham asks Durham City and County should include these and
similar glass stems in the list of banned drug paraphernalia.
