INC NEWS - Apex toxic waste fire

Between the compost fire in Durham and the one at the toxic waste place in 
Apex, I have been wondering
1) Does Durham have places that "manage" toxic chemicals on the scale of the 
EQ place in Apex?
2) If so, how does a neighborhood find out there is something near them?
3) Are we any better prepared if there is a fire at such a place in Durham.
