I was told by the lady listed below, that if you have a nema street light
fixture that is throwing out a wide light and you'd like to get it changed
to a cobra head that is just as bright (I think they're brighter) but more
concentrated at the road instead of into your bedroom (for example), to
contact her and she could get it changed.

Personally having seen both, the cobra heads are much better light
fixtures when it comes to light pollution.
