INC NEWS - INC-list Digest, Vol 26, Issue 29

Duke, Frank Frank.Duke at durhamnc.gov
Wed Feb 28 11:40:53 EST 2007

The statement that signs for the zoning map change for Jordan at
Southpoint is not accurate. Signs were placed along 751, Salix Drive,
and Scott King Road as required by the Unified Development Ordinance;
multiple signs were placed on Scott King Road because the property
proposed for change wraps around parcels that are proposed for change.
The Planning Department takes its responsibility for ensuring that
appropriate notice is provided very seriously.

City-County Planning Director

Hi again.

There is a new rezoning sign (Z06-51) on Scott King
Rd. across from Herndon Park that is going before the
Planning Commission in March.

The project is called Jordan at Southpoint. The
placement of the rezoning signs is very poor. There
are two signs within 100 feet of each other on Scott
King Rd., and none placed along NC 751. I have emailed
Planning Director Frank Duke to request that signs be
put up on 751 as well.

The project extends down to the Chatham County Line
and wraps around to NC 751. Over 200 lots with half
being 7500 sq. ft. and the other half 10,000 sq. ft.
DOST suggested this be a conservation subdivision and
the applicant has ignored every suggestion made by
DOST.

I understand that planning Director Frank Duke is
asking for the 100 ft. buffers adjacent to Army Corps
land. The applicant, George Stanziale, refused this
request when DOST (Durham Open Space and Trails) asked
for it.

This project will impact Crooked Creek as well as
Northeast Creek.

The applicant claims it will be environmentally
sensitive, yet there will be mass grading. When DOST
asked questions the applicant claimed he wouldn't have
the answers until the final grading plan which will be
too late.

I have been informed that Mr. Stanziale is getting the
land annexed into the city and the rezoning will go
before the City Council.

There are very few neighbors since this is VERY rural
land. People who live on the little dead-end street,
Salix Rd., across from Herndon Park are the only ones
who can file a protest petition and will probably be
the only ones contacted by the applicant.

Mr. Stanziale just got the Fayetteville Assemblage
rezoned so he's planning on marching all the way to
the county line. 7,500 sq. ft. lots piled up along the
Chatham County line...The development plan shows 236
lots...just more strip the land, stack and pack
building.

This is going before the Planning Commission on March
13. They meet at City Hall at 6:00 PM.

I am very concerned about South Durham losing it's
rural character and ending up like Cary. I would
greatly appreciate it if you would contact the
planning commission, council, and the county board of
commissioners with your opposition to this mass-graded
development.

I am including in this email, the information that I recently received
from RDU Operations regarding the upcoming exercise. I will continue to
forward this information to you as it becomes available to me.

>From RDU:

My name is Valerie Beu and I am the Volunteer Coordinator for the
exercise.

We are still in the works of choosing a date/time for a meeting before
the drill and have not decided on exact times for the actual drill, but
I wanted to give you some more information.

The drill is to take place on Saturday, March 24th and volunteers will
probably be asked to arrive around 7:00am for sign in and set-up
(including mulage and injury assignment). The events should be over by

Community Emergency Response Teams (CERT)
The Community Emergency Response Team (CERT) Program educates people
about disaster preparedness for hazards that may impact their area and
trains them in basic disaster response skills, such as fire safety,
light search and rescue, team organization, and disaster medical
operations. Using the training learned in the classroom and during
exercises, CERT members can assist others in their neighborhood or
workplace following an event when professional responders are not
immediately available to help. CERT members also are encouraged to
support emergency response agencies by taking a more active role in
emergency preparedness projects in their community.

For additional information please visit
https://www.citizencorps.gov/cert/, to sign up for the training contact:

Editorial: Wrestling the gorilla
Herald-Sun, 28 February 2007

Durham and the state Department of Transportation are
on a collision course, which doesn't bode well for
Durham. DOT is bigger and more powerful than any local
governments, and isn't shy about throwing its weight
around. When a collision appears imminent, DOT often
jams on the accelerator and flattens the opposition.

Such an outcome would be unfortunate because, when it
comes to the three issues on the table, Durham's
positions have a lot of merit:

-- DOT has plans to widen Alston Avenue that would rip
out the only local grocery store and divide the
neighborhood. The plan favors commuters passing
through but ignores the needs of pedestrians,
bicyclists and other residents. Durham City and County
governments deserve credit for showing moxie and
standing up for this low-income neighborhood, and Rep.
Paul Luebke is encouraging them to keep up the
pressure. We agree. It would be unconscionable for DOT
not to take the near-unanimous local opposition to its
plan very seriously.

-- DOT has also changed its plan to move the Amtrak
station from its present location on West Chapel Hill
Street into a building at West Village. The new
station would have replaced the current building,
which, with its temporary feel, is known as "Amshack."
We understand that plans for a downtown transportation
hub changed when the regional rail project was denied
funding by the federal government. But before DOT acts
precipitously on its own, it should engage in renewed
cooperative planning with the city, the Triangle
Transit Authority and other players.

-- Everyone agrees Durham had nothing to do with the
giant snafu that will cost $21.7 million to repave a
section of I-40 because the first job was botched. Yet
Durham could be penalized if DOT counts the cost of
fixing its own mistake against our local allocation,
thereby delaying other needed improvements. That would
be blatantly wrong.

Although DOT is an 800-pound gorilla, the outlook is
not entirely bleak. Durham gained some bulk of its own
in the state Legislature when Jim Black left in
disgrace. Veteran legislator Mickey Michaux now chairs
the powerful House Appropriations Committee, which
controls DOT's budget. And new House Speaker Joe
Hackney is a friend from Chapel Hill. We hope their
influence will help Durham's cause. Sometimes, being
right just isn't enough.
