I think Kelly and Barry are both right, with Kelly on two counts!  Any  issue 
(or item) citizens wish to comment on is appropriate fodder for the  
"neighborhood" Listserv.
Our ill conceived yard waste program is no exception, in fact, it's a prime  
example, in my opinion.
 
I haven't forgotten Howard Clement's statement on the order of "Let's give  
this a try, and if it doesn't work..."
Well, we've given it years, and it hasn't worked!

Hope I'm not the  only citizen who intends to hold Howard to his word.

think the question of why we're paying for a yard waste  program that 
isn't currently operating is a very valid question. The $60  fee for yard 
waste program has been a disaster from day one--with most  city residents 
simply opting out of it. Those of us who are participating  are now left 
to wonder--why we're supporting a yard waste program that is  simply 
dumping our recyclable yard waste in with the garbage and hauling  it off.

Can we expect a refund? An extension of our contracts once a  real yard 
waste program begins again?
