City Approves Non-binding Deal Points for $284 million Redevelopment
Plan

*	The City Council <http://www.durhamnc.gov/council/> approved
non-binding deal points between the City of Durham and Greenfire Real
Estate Holdings, LLC for a $284 million city center redevelopment
project. The deal points will serve as a framework for developing a
final public-private partnership contract with Greenfire for the
project. The firm wants to invest $284 million to develop phase two of
their redevelopment plan in a 12-block area within the City's central
business district. The completed project is expected to create
approximately 1,300 jobs and produce an estimated $300 million in
incremental property tax value to the City. Greenfire is asking the
City to agree to $20 million in incentives over 17 years.

City Holds Neighborhood Meeting as Part of Multi-project Streetscape
Initiative

*	The City is beginning the public involvement phase of several
streetscape projects that are part of a larger economic development
initiative throughout Durham. A neighborhood meeting was held March 17
to hear from residents and business owners in the Angier Avenue/Driver
Street corridor about how they think the streetscape project at the
intersection of the two streets should take shape. Neighborhood
meetings will soon be held in the other three areas of the City where
streetscape projects will also be undertaken. A newly formed
streetscape steering committee is working with the City, the project
consultants, and involved neighborhoods to oversee this initiative.

Letter of Intent Approved for Naming Rights for Durham Performing Arts
Center Stage

* The City Council authorized City Manager Patrick Baker to
execute a "Letter of Intent: Naming Rights Sponsorship of the Stage at
the Durham Performing Arts Center
<http://www.durhamnc.gov/departments/eed/dpac/> ." The Letter of Intent
authorizes Baker to enter into final contract negotiations with Robert
D. Teer, Jr. on behalf of the Teer Family in regards to $1,200,000 to be
paid over 10 years for the naming rights sponsorship of the Arts Center
stage. The stage would be called the Mildred and Dillard Teer Stage.

Continued Financial Support Approved for Homeless Prevention Program

*	The City Council approved spending $47,643 in Federal Emergency
Shelter Grant funds in support of a homeless prevention program operated
by Housing for New Hope, Inc. The program provides short-term rent and
mortgage and utility subsidies in order to help families and individuals
from becoming homeless because of a sudden loss of income. Housing for
New Hope received $11,000 last year and served 20 households with an
average amount of $562 per household. The organization estimates that
it will be able to serve approximately 80 households with this year's
funding.

City Clarifies Future Triggers for Various Stages of Water Conservation

*	The City Council adopted an ordinance amending the City Code to
clarify future triggers for various stages of water conservation and to
establish additional conservation and water use restrictions regarding
permitting and construction activities. Those changes were made to
Durham City Code Chapter 23, Article VI, Water Conservation, Section
23-163 et seq. The City continues to operate under Stage IV Severe
Mandatory Conservation
