[Durham INC] Appearance Commission votes in favor of digital billboards

That's a very interesting interpretation of the article, which states:

"Also Wednesday, just five commission members said they thought consideration should be given to the allowance of digital billboards under any possible text amendment. "

In other words, the appearance commission voted 8-6 in favor of a generic statement allowing some amendment to the UDO "if it results in the installation of more attractive signs and a reduction of quantity."  But it voted 9-5 against an amendment specifically allowing digital billboards.

How that can be interpreted as a vote "in favor of digital billboards" is beyond my ability to understand.
