[Durham INC] Digital Signs vs. Digital Billboards

Has anyone else noticed the new digital signs along 15-501 and University Drive?  Having no dog in the digital billboard hunt; the City is already approving new digital signs.  

Other than the display size, I don't understand the difference between the digital signs and the proposed larger digital billboards.  Digital signs have recently been installed at several service stations, car washes and then there is the long standing digital sign in front of a real estate office on 15-501.  What about the NCDOT digital sign on 15-501?

Is there an existing digital billboard / sign ordinance gap?  Not trying to fuel the fire on this topic but Durham is already allowing the new generation of digital displays.
