[Durham INC] chickens and digital billboards

Since Durham will now allow chickens, and the cities the HENS used (in NC)
as examples of it being a "good thing" have the new digital billboards as
well, then one can only assume Durham will see these new digital
billboards any day now. If we're going to use these NC cities as role
models, then it seems like digital billboards and chickens come as a
package. Why? Because one couldn't be bad and the other good or the
example cities would not have had one or the other; but they have both. So
maybe they're a package deal.
