The interesting thing to me is the Greensboro experience -- lots of education and ending up INCREASING recycling

Sheldon Smith, solid waste division manager for Greensboro, said his
city changed to every-other-week pickups in January 2008. He said the
city did an extensive public education campaign, including mailing
color-coded calendars with the collection schedule. Recycling
participation jumped from about 40 percent to about 50 percent, he
said, and bins left at the curb half-empty are now full.

    “The transition wasn't really that bad,” Smith said.
