NC-54/I-40 Corridor Study Public Workshop Feb. 25

Resident Feedback Encouraged for Shaping Regional Gateway's Future
Growth

*         The Durham-Chapel Hill-Carrboro Metropolitan Planning
Organization (DCHC MPO) will host a second community workshop on
February 25 to present the alternative scenarios that have been
developed for mobility and development in the NC-54/I-40 corridor, a
critical gateway linking the City of Durham, Town of Chapel Hill, and
the University of North Carolina at Chapel Hill.

 

*         The elements of the scenarios to be presented come from
technical data analysis and existing plan guidance, as well as the input
that was gathered during and after the first public workshop held in
November 2009.  Prior to the second workshop, interested participants
can view the developed scenarios on the project's Web site at 
www.nc54-I40corridorstudy.com to come to the workshop prepared with
thoughts and questions.

 

*         During the second workshop, participants should expect to:

o   Understand how the alternative scenarios were developed; 

o   Recognize how performance measures guided scenario development; 

o   Confirm priority measures; and 

o   Reach consensus on key elements of a preferred scenario. 

o   There will also be a large group presentation as well as hands-on
review exercises of scenario maps.

 

*         Interested participants are encouraged to attend the second
workshop since responses to the alternative scenarios and input on the
desired elements of a preferred scenario will be important guidance to
the DCHC MPO for creating the plan for this important corridor. The
NC-54/I-40 corridor serves as one of the major gateways between Chapel
Hill and southwest Durham, with its interchange with I-40 consistently
ranking as the top congested location in the region.  Development
pressures within the corridor coupled with mobility and capacity issues
have highlighted that the existing and planned transportation
infrastructure is insufficient to accommodate growth and address land
use and transportation problems.  

 

*         Following the second workshop, a preferred scenario will be
developed with strong consideration of the public feedback gathered
during the second workshop.  Once this preferred scenario is approved,
short-term and long-range integrated land-use and multimodal
transportation strategies and implementation steps will be recommended. 

 

*         The last public workshop, scheduled for May 11, 2010, will
again call on the public to provide input on the preferred scenario and
refinements of the strategy recommendations to create a Master Plan
"blueprint" for the corridor. The recommendations will then be presented
to each of the local policy boards beginning in July 2010 for their
review, comment, and approval action. 

 

*         Once the study is finished, the final master plan will be
presented to the local and regional policy boards and used to inform
transportation/traffic analysis, land use decisions, project planning,
and funding priorities.

o   The total cost for the study is $257,432 with 80 percent of the
funding coming from federal transportation planning funds and the
remaining 20 percent funded jointly by the City of Durham, Durham
County, and the Town of Chapel Hill.
