Minutes

Tom Miller opened the meeting.

James Soukup talked about Code Red emergency notification. Code Red (http://www.durhamnc.gov/departments/911/codered.cfm)
can send out 60,000 phone messages in an hour as well as broadcast e-mail
messages. Reverse 911 is an
alternative, but Code Red has better features. Code Red is based on a database that ties phone numbers and
e-mail addresses to a physical address so that, for example, police can use it
to get out a community-based policing message to everyone in Duke Park or the
water folks can let the folks affected know about a contamination issue. One concern is that they just
have the phone numbers in the phone book, so if you have a cell phone, you
might want to go to https://login.coderedweb.com/codereddataentry/Default.aspx?groupid=dKEIk0NTK9LTXu1cHridCQ%3d%3d
to register that phone to get Code Red messages. The city gets 200,000 minutes of Code Red calling per year
for a set price, but e-mail messages are free. It makes sense to have neighborhood and PAC list-serves
getting the Code Red messages – so if you are interested, please contact James.

February minutes were approved. Pay your dues.
We have about $1600 in savings and $650 in checking.

How can we get better
attendance at the meetings?
Ideas included getting out an e-mail on the new location (with
directions), have better descriptions of the speakers when the agenda is sent
out, and plan further out on the speakers.

We put off voting on by-laws changes until the next meeting.

On the Spare a Change
campaign, we discussed the idea of a publicity stunt of going to a common
panhandling spot and handing out brochures when someone rolls down their window
to give money. We will also be
re-connecting with some partners.
Bill Anderson will develop.

Folks are urged to come to the Planning Commission hearing
next on April 13 to oppose the proposal to mess with the Billboard Ban.

We have a new postmaster, so we will meet with him and
invite him to an INC meeting. A
continuing problem is the pressure to move mailboxes from the porch to the
curb.

We gave the president Tom Miller authority to form
committees to:

·
Review UDO about improper and unwise delegation
of authority (Volunteers: Pat, Tom, Melissa)

·
Hold an East Durham Summit to identify issues,
gather experts and talk about solutions (Volunteers: Mike, Moe)

·
Form Neighborhood Assistance Teams to develop a
modern program to help new neighborhood organizations (Volunteers: Tom, the
Shifletts, and 5 new volunteers)

·
Review City and County Appointments to find
folks to volunteer to serve and to review and recommend applicants (Volunteers:
Marge and Moe).

Mike Shiflett talked about how the NC legislature is looking
at issues with the regulation of
homeowner associations (HOA) – there will be another meeting but it looks
like they won’t do anything this year.

Mike also brought up having INC talk at Neighborhood
College.

David says the have 58% return on the census, which is less than the state average.

Pat mentioned the annual West Durham hike on Saturday and the Black Meadow Ridge hike on Sunday.

The meeting was adjourned.
