[Durham INC] neighborhood funds

Lochaven Hills is moving toward having a neighborhood fund.   This past 
winter we needed to repair a neighborhood sign that got plowed over in the 
snow.   Are there any other nieghborhoods willing to share their treasury 
guidelines to help us formulate our own?
