[Durham INC] Digital billboard moratorium

I mentioned the idea of the legislature doing a moratorium on digital billboards state-wide.    The bill has been filed, with Paul Luebke as one of the authors.  Bad news is that the bill will have to go through 3 committees in just the House, but it is not just a good idea, but a reason to talk to neighborhood counterparts across the state.
