[Durham INC] State Senate weakens environmental review laws

I don't know whether this would affect us (zoning code is pretty good at getting the nasty stuff like cement plants away from residential areas), but
"One of several amendments attached to House Bill 1973, which passed the senate’s third reading early Wednesday evening, the new language eliminates SEPA requirements on projects that receive taxpayer incentives, if the money is contingent upon the meeting of certain benchmarks."SEPA requires projects to undergo a comprehensive environmental review before state regulators take action on any permits. But it is only triggered by projects that are determined to meet three criteria: that it constitutes a significant environmental impact, requires the expenditure of public money or public lands and involves state action."
