Durham Seeks Proposers for Public/Private Development Projects

Feb. 18 Deadline to Submit Statements of Qualifications/Proposals; 

Application Assistance Session Jan. 27

 

DURHAM, N.C. - Business owners and non-profit organizations interested
in a public/private partnership with the City of Durham should take note
of the opportunity to develop a project through the Neighborhood
Revitalization Fund Program. 

 

The City's Office of Economic and Workforce Development (OEWD) is now
accepting Statements of Qualifications/Proposals from qualified
non-profit and for-profit entities for possible economic development
projects in one or more of the OEWD Targeted Neighborhood Community
Development Commercial Areas (TNCDAs).  

 

Preferred proposers to the OEWD's Neighborhood Revitalization Fund
Program will develop a project that requires a public/private
partnership to implement and stimulate economic development activities
in or adjacent to TNCDAs and opportunity sites as identified in the OEWD
Neighborhood Assessment.

 

The TNCDAs include:

*         Angier Avenue/Driver Street between Alston Avenue and South
Hoover Road 

*         Driver Street between Ashe Street and East Peabody Street 

*         Fayetteville Street between the Durham Freeway and Homeland
Avenue 

*         East Main Street between Hood Street and Alston Avenue 

*         Alston Avenue between Gilbert Street and Massey Avenue 

*         West Chapel Hill Street between South Buchanan Boulevard and
Maplewood Avenue 

*         Old Five Points on North Magnum Street between West Morgan
Street and West Trinity Avenue 

*         Holloway Street between Alston Avenue and Miami Boulevard 

 

In addition to the TNCDAs, projects within targeted areas within the
Urban Growth Area (UGA) will also be considered. These targeted areas
are Wellon's Village, North Roxboro Road, and Avondale Drive.

 

Projects submitted for consideration should be:

*         Neighborhood focused

*         Architecturally compatible with the existing neighborhood

*         Provide opportunities for local businesses

*         Meet local needs

*         Have strong local support

*         Stimulate additional private investments

*         Create jobs

*         Have a substantial impact on the physical economic vitality of
the affected neighborhood which will strengthen the City of Durham tax
base in that area.

 

For non-residential capital investments by a business qualified under
the City's Neighborhood Revitalization Fund Program, the incentive may
be up to 50 percent of the total capital investment made. Incentive
payments will only be made for expenditures of qualified capital
investment after the investment has been made.  

 

To assist applicants with identifying whether proposed projects are
located within targeted geographic areas within the UGA, a
state-of-the-art mapping application has been developed by the City's
Geographic Information Systems' Division. The application is available
on the City's website at

The City's OEWD is also hosting a voluntary pre-proposers conference on
Thursday, January 27, 2011, at 6 p.m. in the City Hall Committee Room,
located on the second floor of City Hall at 101 City Hall Plaza, Durham.
Interested applicants will receive information on the City's
Neighborhood Revitalization Fund Program and have the opportunity to ask
questions directly to OEWD staff.

 

A complete RFP can be obtained at www.DurhamEconomicDevelopment.org. The
deadline to submit Statements of Qualifications/Proposals is 5 p.m. on
Friday, February 18, 2011.
