I should have said that the CI District was developed for the West Chapel Hill Street neighborhood (around the old food coop), but once the district is available, I see it as a really nasty weapon for someone trying to shoehorn something in on a neighborhood. For example, given how few trees are in the West Chapel Hill Street area, you can see why they wouldn't want to promise a lot of greenspace. But another neighborhood could see moonscape being substituted for some nice old houses.

This is a whole new zone-type:
The Commercial Infill (CI) District is established to provide for small commercial and mixed use nodes
within the Urban Tier. These nodes provide pedestrian-oriented development that supports the
surrounding neighborhoods, and have limited vehicular accommodation. The Commercial Infill (CI) District
is only appropriate in locations that have direct access to residential neighborhoods. Businesses within the
District should be sited for convenience for the pedestrian and oriented towards the pedestrian realm
Comments:1) What can be in CI is REALLY scary because, for one thing, of the traffic impacts: Hospitals, High Schools2) THere is no open space requirement for residential areas (15 feet in front, 5 in back and maybe nothing on the side for yards)3) Residential areas next to a CI could have just a 6-foot wall as a buffer.4) Any change in use of an existing building is exempt from off-site parking requirements (let's translate: they could put a charter high school with 100 kids driving to it in an existing building and where exactly are these kids supposed to park)
