[Durham INC] State DOT and public comment

If you haven't read this article in the latest Independent Weekly, please do

If the DOT is successful in this case to prove public comment as unlawful
(for the Neuse Road project) it could set a dangerous precedent for citizen
involvement in government: and as folks involved in civic life, we
definitely need to follow this case.
