[Durham INC] 751 S Numbers Don't Support Annexation

If the city doesn't want to annex it, why on earth would they supply water and 
sewer? This would only be passing the buck to the county and the state. We 
residents are going to pay for it one way or another...

And when have developers' expectations ever been met when planners (local or 
state) have officially determined that these expectations are overestimated? 
Trusting developers' 'expectations' is nothing short of trusting the fox in our 
hen house.

The city has no leg to stand on if it annexes or even rezones this land -- true 
suburban and even rural land, particularly in South Durham, is already scarce, 
and empty retail buildings are a dime a dozen throughout Durham. The only reason 
for doing so would be to make the development team happy -- and I won't begin to 
speculate on the reasons behind that motivation...
