[Durham INC] Durham County Strategic Plan Town Hall Meetings

As I mentioned at the last INC meeting, I have attended the first and last of the Town Hall Forums on the Durham County Strategic Plan.
At this point, the Plan has progressed to the point that goals have been established, based on various surveys and analysis. They are:
Goal 1 – Community and Family Prosperity and Enrichment
Goal 2 – Health and Well Being For All
Goal 3 – Safe and Secure Community
Goal 4- Environmental Stewardship
Goal 5 – Accountable, Efficient and Visionary Government
The purpose of the Town Halls was to examine the measures that have been proposed for each goal and to suggest other possible measures. I have a copy of the presentation that was used at the final Forum at East Library and hopefully it can be posted on the INC website. It includes the proposed measures, but not the ones captured at the Town Halls, as well as a description of each goal.
The first Town Hall at North High School was attended by four Commissioners and the last one at East Library by all the Commissioners, all in a listening role, attended.
According to the plan consultants, the goals would not be changed for about five years, but the measures would be reviewed annually. As you will see, the goals are at a fairly high level, but the measures by definition are quite specific.
When you look thru the slides, you will see other topics that are part of the plan, such as reviewing county pay scales and dealing with disaffected youth, as well as goals that might be on a 20 year timeline such at transit.
If you have any comments or suggestions, please send them to Michael Davis, Asst. to the Asst.County Manager at mdavis at durhamcountync.gov. We are 2/3’s thru the process with the final product due Q1 2011.
Two issues came up at both meetings. One was the need for better transparency, which is incorporated in Goal 5. The other was the skepticism that this Plan would just end up on the bookshelves with lots of other reports of little practical significance. As these were listening sessions, there were no answers offered but the issues were noted.
